The image
A ship moves along the coast, and above and behind it the gulls wheel and cry, keeping pace with it, landing on the water in its wake, rising again. They are watching the deck and the churned water for scraps. The picture is of a familiar companionship at sea, the birds that turn up wherever a boat goes.

Meaning
Read as a symbol, the gulls are attentive followers. They do not lead and they do not build; they notice where something is happening and go there. Our keyword is "Opportunistic following", and our keynote says life gathers where something might come its way. A placement here can be read as a watchfulness for openings, a quickness to go where the action is, and a practical intelligence about where to find what one needs. The image can be read more critically too, as a dependence on others' movement. Gulls are not admired for their dignity, but they are rarely hungry for long.
The degree opposite is Gemini 16, a suffragist addressing a crowd, our "Speaking out". As a reading aid, the two pictures contrast following and leading: birds trailing behind a ship to see what falls, and a woman standing up in public to argue for what has not yet come.
Lynda Hill calls the degree that precedes Sagittarius 16 its Karmic Condition and the one that follows its Quest Degree. Sagittarius 15, a groundhog looking for its shadow, comes before; Sagittarius 17, Easter worship held at dawn, comes after. The three can be followed as an animal reading the season, birds reading the sea for scraps, and people rising early to greet a day of renewal together.

A planet or point anywhere from Sagittarius 15°00′ up to, but not including, Sagittarius 16°00′ takes this degree. The rule is to count the degree a position is in from one, so a Moon at Sagittarius 15°03′ reads Sagittarius 16, and so does one at Sagittarius 15°58′. Close to either edge, a small change in the birth time or the ephemeris moves a placement into the next image: into Sagittarius 17 after Sagittarius 15°59′, or back into Sagittarius 15 before Sagittarius 15°00′. That is why the chart shows the minute beside the degree.
