The image
The image is a woman of the campaign for women's votes, standing up to address a gathered crowd: on a platform, a cart or a step, with people listening, cheering or heckling. The picture shows the act of public speaking for a cause, not its result. Jones took the picture down in San Diego in 1925 from Elsie Wheeler's description of the card for Gemini 16.
Meaning
Read as a symbol, the suffragist is a voice raised in public for a right not yet granted. It takes courage to stand before a crowd that may not agree and to argue with conviction. Our keyword is Speaking out, and our keynote reads it in one line: a woman stands up and argues for the vote in public. The tradition would read a placement here as a place where a person speaks for a cause, puts their views before others, or argues for a fairer arrangement. The image honours the courage of the speaker; it does not ask anyone to adopt a particular view.
Lynda Hill names the degree before a placement its Karmic Condition and the degree after its Quest Degree. Before Gemini 16 is Gemini 15, a pair of Dutch children in conversation; after it is Gemini 17, a head of health fading into a head of the mind. Read by her rule, private talk between two becomes public speech to many, and the speech looks ahead to an image of energy turning into thought. Opposite stands Sagittarius 16, gulls keeping watch on a passing ship; as a reading aid it sets birds alert to a vessel going by beside a crowd alert to a speaker.

A planet or point anywhere from Gemini 15°00′ up to, but not including, Gemini 16°00′ takes this degree. The rule is to count the degree a position is in from one, so a Moon at Gemini 15°03′ reads Gemini 16, and so does one at Gemini 15°58′. Close to either edge, a small change in the birth time or the ephemeris moves a placement into the next image: into Gemini 17 after Gemini 15°59′, or back into Gemini 15 before Gemini 15°00′. That is why the chart shows the minute beside the degree. - Uses the symbols as an oracle, with her own commentary, and reads each degree beside the one before and the one after. Her rule and her two names are cited here; her text is not used.
