The image
The picture is a man who has not bothered about his looks. His hair is uncombed, his clothes are rumpled or worn, and the whole of him gives an impression of neglect. The line says nothing about why: whether he is busy, tired, lost in thought or simply does not care. It gives only the outside and leaves the inside open, which is where the picture's interest lies.
Meaning
The tradition reads its images as symbols, and the scruffy man is read for the gap between outward show and inner life. Our keyword is Careless appearance, and our keynote says that the outside shows little care, whatever is happening within. That last clause is the key to the picture. The man may be absorbed in something that matters more to him than a mirror, or he may have let go for other reasons; the image does not judge. One way to read a placement in this degree is as an independence from appearances, a readiness to be seen unpolished, and as the question of what others assume when they meet only the surface. It comes just after a run of Leo images about display, and it turns display on its head.
Lynda Hill's rule sets the scruffy man between the degree behind him and the degree ahead. Behind this one is Leo 23, a rider on a horse with no saddle, poise without support; ahead is Leo 25, a big camel making its way over the sands. By her rule the rider's balance gives way to a figure who has dropped all outward care, and from that plain, unpolished man the next degree turns to an animal that looks ungainly and carries what it needs inside. As a reading aid, the opposite degree, Aquarius 24, shows a man who has left his passions behind and teaches from what life has shown him: an inner life brought out and shared, beside this degree's inner life hidden behind an untidy front.

A planet or point anywhere from Leo 23°00′ up to, but not including, Leo 24°00′ takes this degree. The rule is to count the degree a position is in from one, so a Moon at Leo 23°59′ reads Leo 24, and so does one at Leo 23°59′. Close to either edge, a small change in the birth time or the ephemeris moves a placement into the next image: into Leo 25 after Leo 23°59′, or back into Leo 23 before Leo 23°00′. That is why the chart shows the minute beside the degree. - Uses the symbols as an oracle, with her own commentary, and reads each degree beside the one before and the one after. Her rule and her two names are cited here; her text is not used.
